A Law student question, Just wanna discuss the issue here

Whether a police officer owe a duty of negligence to Hong Kong citizens in the isusse? According to the S10(q) of Cap 232, Police officer has a duty to escorting and guarding the prison. 
Can a citizen sue the police officer or Hong Kong police force department, for claiming (i.e worrying too much about the alleged aid fugitive for afraided of going to work, etc , something like that kind of loss?)

Yes, it is an absolute negligence, but only for a disciplinary action by police force only, not a citizen as there is no significant loss /damage against citizens in this case

What if, for instance, the fugitive harmed someone in the society, Can the victim sue the police officer? 
Due to the issue of police officer failed to perform his duty of guarding and escorting, caused the fugitive had escaped, and leading the result to a citizen be harmed. (For instsnce )

Of course if it really happened, for sure everyone on earth will know the answer🙈
The point is, as a Law student, there has many simulated scenarios for discussion and practices.
